Where did bungie provide a list of content which would be available? And how does that compare with what was released? Which documentation (s) are you referring to that "promised" 25% more material upon the purchase of vanilla destiny that were never actually delivered on? Please include only references including promises Bungie made to it's customers. Not including cinematic trailers. And not including the things you just hoped for, but were never promised. They didn't. They released articles and advertising that states certain hyperbole that are not reflective of current gaming status. Because there are unmet expectations hence the uproar and the terrible rating they got from all review sources. In any case, I'm not arguing Bungie's content.
