They're rewards for turning in bounties. Just keep turning in multiples at a time, or maybe it's luck... I really don't know lol. I always turned in multiples and eventually I got one.

I believe exotic bountys are offered after every 30 bountys you turn in!

Mine must be busted then. Lvl 29 and have never received one.
