the lingering dmg needs a buff. its a pretty useless ability atm.

You're half right. It's horrible in PvE, but awesome in PvP

Then buff it in PvE but leave it the same in PvP

Yeah, this sounds good. If it was any better in PVP it would be massively over powered.
