Nerf the shotgun?! The only gun that needs nerfed is the fusion rifle. Fusion rifles get OHKs well outta the range of a shotgun. So what that it has to be charged. That just means you can stand outta sight to charge, then pop around a corner and let it rip. With a shotgun, you have to close some distance first. Plus, a lot of those fusion rifles have a fast recharge.
