I imagine that it is probably to add a bit of realism into actual gun positioning, the way the gun is held makes it more realistic for the reticule to be slightly lower than the center. And really I don't think it gives an advantage to people on higher ground, but then again it might be just for that reason. After all, in real life, having the higher ground in a firefight [i]does[/i] grant at least a little advantage.
