I was able to fix this problem after dealing with it for the past day and a half. I think it has to do with cache sizes in the app.
1. In the app open [b]App Settings[/b] in the [b]More[/b] section.
2. Under [b]Cache[/b] set the [b]Max allowed cache size[/b] to at least larger than 100 MB. I noticed after the fix that the cache size was at least 150 MB so i'm guessing the update was much larger than the limit that was set in the app. I set mine to be at least 300 MB but maybe I should I set it to 500 MB just to be safe.
3. In [b]App Info[/b] on Android click on [b]Storage[/b] and then [b]Clear Cache[/b] and that's what fixed it for me after doing an normal update.
So basically Bungie sent out an app update that could be bottled necked by an setting. Which is something that needs to be addressed in the future.

Huh, wish I'd seen this sooner. Looks like the app finally had an update available, and after downloading it it works again
