No concrete plan means they dont know exactly what theyre gonna do to it.
It being on the radar means theyre looking at ways to change it.

It could be in anybody’s radar and still not doing anything about it. When they say no plans, you take it as it is, no plans. There was no announced plan.

No concrete plans doesnt mean no plans. The concrete part of that statement is important, because it takes it from meaning "we arent even thinking of doing anything" to "weve thought about it, but nothing is set in stone yet"

No, because then they just wouldve said "we dont have any plans," but they went out of their way to specify that they were looking at it. Which clearly implies that they intended to do something, they just didnt know what yet

If there is one, they would say we have something planned for it and will announce what that plan is soon. There is no plan.

Had an argument with you in another thread about why youre even on these forums when you dont play the game, And i explained that saying "no [i]concrete[/i] plans" directly implies that there are plans, they just arent set in stone. Its obvious what they meant by that, especially since those changes are now going through.
