If players stop quitting there will not be any more joining matches in progress.
Why do you think they are punishing/deterring quitters for?

They are forcing you to accept their bs matchmaking. They don’t know how to balance teams so this is their solution.

Well sure it is, alot of other things should be in place but its obvious they will take the easiest and cheapest option and for Bungie its the deserter penalty route.
