What would be the difference between rare and legendary at that point?

What do you think the difference is currently? Other than "blues are supposed to be bad" ? If that's the case remove them from the game entirely. Why would I want to defend a gunsmith, armor-smith or vanguard etc, if they gave me "bad" stuff? In a fantasy world it shouldn't be analogous to a bad vendor giving you crap and being like "sorry you're poor and new! Guess you'll just have to align with us until we like you!". Don't we all have to deal with that in reality a bit too often for it to also be our in game experiences? I did propose that masterworking a blue and infusing to hardcap would basically transform it into a legendary counterpart. I also replied above to a different question, in a way too long and detailed response.
