I am having the same issue. Wearing both IB armor and IB ornaments. No progress to the Jodrums Howl quest step. This is on PC. My buddy is in my fireteam and he's getting reputation...

You're wearing too many pieces. I was wearing six total pieces (armor & ornaments) and Jorum's Howl was hard stuck at 35%. Once I swapped out my IB Titan mark for my normal Trials mark, it jumped up to 75% progress because I was at 5 total Iron Banner pieces.
