I feel like the XP grind is more the issue than anything. You can see what all the weapons perks are and what level they unlock at, which helps players save up and target what they want. As a result, players aren’t using the crafting mats as often and therefore we keep maxing them out. Frequently maxing out currency caps is not necessarily a problem with the cap, but rather points to the supply being greater than the demand.
I’m sure it will be as heavily abused as it was in D1 (the Super Good Advice exotic shard farm comes to mind) but if they brought back Motes of Light, as random rewards drops from anything, to use as a source of weapons XP, this would help. If the intention was to earn XP on these weapons through normal play, Bungie failed, because the selection of weapons with crafting patterns does not always cater to the most useful play style for every activity, so the rank up is slower than we’d like it to be. This can be circumvented by reintroducing Motes of Light. Having a targeted XP source, we aren’t entirely locked into using weapons that may not be the best fit for the activity for the sake of weapons XP.
This can also help prevent sort of a “buyers remorse” on weapon crafting. Spending hours grinding up XP on a weapon for specific traits that end up feeling weak and inequitable to the work put in to acquire them makes for a poor experience.
