I have several weapons at lv16, some higher like my enigma which is lv22 so I have doubts that your generalization is representative of the whole. Most of my friends are constantly working on crafted weapons like I am as well.
I don't think the system is perfect but it's definitely not bad. And enhanced perks are as good as perks can get, which I've definitely noticed from the 3 or 4 I've slotted so far. In pve, why would you want to use a well-rolled Third Axiom over an Insidious with enhanced dragonfly (+dragonfly spec) and enhanced rampage? Like crafting should be, it takes up quite a bit of time to get there, but it gets you something unmatched by any other legendary weapon.

Dunno guardian, Warframe crafting is there and has none of this RNG, grind or cap since 2012 (closed beta), they can take a look at it for 9 years already

I'd have to say though, losing RNG would likely be the downfall of Destiny's crafting and the entire game's loot structure for that matter. If I could expedite the acquisition of the best gear, 1) getting something good wouldn't be exciting, but rather, expected, and 2) I would have all the gear I want in a matter of days instead of months. I don't want to expedite the experience of the game, so honestly I invite RNG. Same goes for any grind. I wouldn't want to give up any grind either because if it was gone, everything in the game would be free, which takes away from the fun of earning it. Doing hard stuff isn't the only justified way of earning something to me because anything that limits users owning an item gives that item greater value. So honestly I think both RNG and the grind are important to the game.

If the fun in this game is only grinding and RNG, I'm really questioning the game and if it's worth spending money in the first place

That is a good point, but that only applies if you're not having fun. Consider a slot machine: the only fun in a slot machine is the anticipation of success; but that is it. In Destiny though, cool guns are not the only fun part: there's also shooting them in general, there's exciting story, beautiful scenery and overall aesthetic, many great social experiences, and levels of difficulty, all to be experienced even if you keep losing at the slot machine of god-roll RNG. So in a nutshell that's why the scarcity model of Destiny is a good thing.
