The Umbral Decoder is part of the current season and thus the Decrypting the Darkness step is now attached to the Season 15 quest called Wayfinder's Voyage. You need to progress that quest to get to the point of being able to pick up and complete Decrypting the Darkness. Once done on that quest it will auto-complete for the Season of the Chosen and Season of the Splicer quests.

The season 15 unlock only works on accounts that have never previously unlocked the Recaster on another character, including deleted characters. If you previously unlocked the Recaster on another character then you currently can't obtain the Decrypting the Darkness quest on alts or new characters. Im having the same problem on a new Hunter which I made this season (season 15) but my previous hunter and my two other characters had no problem with the quest progressing. Please let me know if someone finds something that actually works.

I got to that step in wayfinder’s voyage and I went to the umbral decoder and there was nothing there. I tried to abandon and reacquire the quest to see if that would work, but after I abandoned it I could no longer reacquire it.

Wayfinder's Voyage can be re-acquired by visiting the Wafinder's Compass in the HELM. Once you re-acquire it, go to Orbit, then back to the HELM and visit the Wayfinder's Compass again to see if there is now a Decrypting the Darkness quest on one of its inventory pages.

I have wayfinders voyage and I went back to the way finder’s compass there was nothing there

On my warlock I’ve completed both the new light quest and the beyond light campaign. I also have a hunter and a Titan, both of which have no problem in obtaining, focusing, and decrypting umbral engrams. I would also like to add that my warlock can receive and decrypt umbral engrams, they just can’t focus them.

We are seeing many reports of issues with the Decoder where it is unlocked on one or two characters, but for another character it is locked with no apparent means to unlock it since Decrypting the Darkness appears unobtainable. We've taken a report from one player that provided extensive screenshots and have submitted it to Destiny Player Support for developer investigation. At this point I don't have any suggestions to try and fix it because it is looking more and more like it might possibly be a glitch.

Thanks for the help anyway and hopefully developers will take a look at it. Also, just one more question. Is it possible to re-obtain the “as prophesied” quest, and if so, how? Because I had it before but then abandoned it since I can’t do override: the last city, but when I went to the abandoned quest kiosk, it’s not there. It doesn’t matter too much, but I see that completing the quest awards and ascendant shard.
