I'm in the exact same boat, chosen/splicer/lost seasonal quests are all stuck on this stupid step, neither the recaster nor the umbral decoder show anything when I go into them, and I've decrypted like 10 umbrals and nothing has changed. I've done all quests available, and the most annoying part is it's only affecting my alt characters.

Yup same here. I had 1500 tokens from Season of the lost before I logged in with my main character and said "Oh, that's what you are supposed to do with them."
