I kind of see what you are saying. But realistically how many shader purchases will you make a season? 3 or 4? 5? So the increase in bright dust we have been given, which we earn through playing (don't forget there are several avenues to do this... Completing 15 to 30 bounties would result in 300 dust), it's not real money, will sort of go toward the increase in shader cost.
I think it's potentially a slippery slope and has to be managed carefully, but it could also be suggested that shaders are currently cheap as chips despite being one of the major cosmetic enhancements you can use.
Also, this is a game as a service and it is provided free for the most part. As a result Bungie, and any other developer who runs this type of game, needs us to keep playing and keep spending in order to keep developing it. That's business 101. We can't have all the content but not put back in ocassionally, that would soon result in a total shutdown as it is no longer an economically viable proposition. I am talking more about Eververse here, but you get the point.
