Malfeasance does not require Forsaken.

New Light players get a New Light quest that will have various parts. If the quest in question isn't there then likely you have an existing New Light quest or quests that need to be completed before you'll see this particular quest.

I have finally cleared all New Light quests listed, the New Light quest tab on the left side has disappeared. However, I didn't see any Malfeasance related New Light quest on the way. Any idea about how should I start the Malfeasance New Light Intro quest now?

The Malfeasance quest isn't a New Light quest. My response was just that some times having incomplete New Light quests can cause other quests to not pop up like they normally should. So you did not get a quest called New Light Malfeasance Intro? Have you checked to see if Drifter has it? Also check to make sure you didn't get it and progressed it to the next step which gives you a quest called Darkness in the Light.

Unfortunately, I have never seen any quest named "New Light Malfeasance Intro". The only quest related is "Malfeasance" from the Drifter which requires the Forsaken DLC as usual. There is no Seething Heart in my inventory, and I can't find "Darkness in the Light" under any of the quest tabs. I believe the only two possibilities are: 1. I have to keep grinding regular Gambit matches till I get the Seething Heart without picking up any quest. 2. The description in 2.8.0 patch notes on Malfeasance is incorrect that this quest has never been made available to free-to-play players. Bungie devs, please update 2.8.0 patch notes if it is indeed a bug. It is really misleading.
