Honestly I think it's the opposite, a friend of mine who's mediocre managed to hit 5500 the other day. I'm pretty sure they're changing it to actually give you opponents more on your level in the upper tiers instead of giving you 50 0 stomps which were happening before this tweak- but just speculation. That said their wording of addressing skill mismatches lines up more with my speculation while appearing to go entirely against yours.
