Yes it is. It's also hostile to all players really. Unless you honestly have no life and by that I mean no job and literally can sit at the console or PC, you will have a hard time getting all the resources necessary. Just shows the giant problem with them wanting the game to be for no life "dedicated" players and your normal every day gamer.
