The tier you complete does not determine your reward from the weekly bounties. The tier of the helmet you receive is based on the number of times you have done that specific weekly bounty. To get any Notorious helmet, you have to do the weekly bounty for that helmet three times. The first time will get you the +1 helmet, the next week you can do it again to get the +2, and on the third week you can get the +3.
