Gambit ranks always give me Gambit gear. Maybe not Prime gear but [i]always[/i] Gambit armor or weapons. Do they give you other gear?

Sometimes, but I don't know what's causing this. Sometimes there is a delayed engram pick-up, maybe that's why.
