I can attest to this as well. Been here for almost an hour or in fact an hour and few hundreds of enemies killed and not one has dropped. It seem's whenever something comes out their always seem to have a bug in the system.

Been grinding Dreaming City for the better part of 2 Days, since I got the quest step that requires it. I've not seen a single one drop for me. Any other time they are as annoying as mosquitos. WTF bungie.
