Well I used blade barrage with shards for the first time yesterday and was able to get 70% of my super back, I think it's all about hitting those majors, especially targets who will survive the first barrage and get hit by the second barrage too.
I don't think we should have exotics that give your entire super back. Anywhere from 25-75% with these types of exotics seems more balanced
