Some people might ask why not, but let me explain my reasoning. In every MMO, there needs to be desirable loot to chase when a new expansion comes out. If old loot is just as good, the grind is obsolete. To some extent, old gear needs to become less useful as time goes on so players are encouraged to try new stuff. Making year 1 armor like year 2 armor would be nice in some ways, but it would automatically make year 2 armor less interesting. Part of the fun of a big expansion like Forsaken is finding new loadouts to enjoy, and that's mostly possible because Forsaken loot was always better than year 1 loot.
