Some people might ask why not, but let me explain my reasoning.
In every MMO, there needs to be desirable loot to chase when a new expansion comes out. If old loot is just as good, the grind is obsolete. To some extent, old gear needs to become less useful as time goes on so players are encouraged to try new stuff. Making year 1 armor like year 2 armor would be nice in some ways, but it would automatically make year 2 armor less interesting. Part of the fun of a big expansion like Forsaken is finding new loadouts to enjoy, and that's mostly possible because Forsaken loot was always better than year 1 loot.

i agree 100 percent. too bad the armor set this is the ugliest thing i have ever seen and would rather wear year 1 armor sets than wear that crap

No, but it's a looter shooter. Looter shooters are based on MMOs, but have a 1st person view and use guns. They often have similar gameplay structure because of this connection.

I can agree with this almost totally, the exceptions I see are the specific sets. Like faction and/or anything we grinned out the ornaments for. I always thought the ornaments could have maybe provided some perks/benefits towards there respected activities.
