So at what point, to you, is too much RNG? Some players have literally been doing Shattered Throne since the first curse week, for months on end, on all three characters, and never got the items they need for the badge.

Yes some players. Some got it some didn't. Some have 1k voices some dont. Some have primal ancients in Diablo, some dont. Some will have new exotics in Anthem, some wont. Unless you want loot candy or guaranteed drops this is how random loot works.

Yes. If everyone has it, the loot isnt as glamorous imo. I dont think I'm alone here, but exclusiveness, raritu, ect...definitely has its allure.

Its true for rare items in Diablo, Path of Exile, The Division, upcoming Anthem, and many other games. Rarity tiers makes loot games work. It's not a troll. Tons of games function this way. Noe you can argue for guaranteed loot, or availability for every item in the game, but for many players this isnt appealing. And again Nubutronical, people simply disagreeing with you doesn't make them a troll.

You have to have the RNG to get the mod itself (one chance a day), then RNG for the type of weapon the mod can be (melee, secondary, primary), then you have RNG for the mod to be on the specific weapon you want (all of this happens at the same time, not rerollable, and can pick between several hundred weapons). So three layers right there. Next is the fourth layer, the one you the player 'can' try to control through constant rerolling (accessed by pretty long grinds). You have RNG on a possible number of stats (at the same time) so at this point it's not even about rarity it's about quality of that specific rarity, then you have RNG on the type of stats you get. By the way, the cost to reroll ramps up for the first few 5 or so rerolls, until it caps out. So it's very difficult to get, say, 20 rerolls without a booster in a reasonable amount of time. Now, imagine this was a Destiny item. Would this be too much RNG to you?

Warframe is another good example. There are rare blueprints, from stalker, grustrag 3, bounties, relics, ect... and there are many people that dont always get the best items. I know people that cant get the Hate blueprint to drop, or Gara pieces, or ship blueprints, and on and on.

[spoiler]Also, keep in mind that all of those examples you've stated have in game ways to gain 'some' control over those items. IE, the things Baro can sell. Those HVT beacons. You can form groups and farm for them actively, rather than passively. Destiny holds no such ability. It's 3 chances, then done, out of luck, no way to augment the grind. (And a 2 week waiting period on top... no less)[/spoiler] How much RNG is too much, in your opinion?
