Pvp is small in comparison to the amount of people who play pve. You could remove PVP entirely and change nothing as long as to offset the lack of effort in pvp you put it into pve instead. Both PVP in destiny 1 and 2 are pretty bad but I honestly think people prefer destiny 1 pvp over team shot btw.
