I'm willing to bet activision told them they needed to increase the focus on micro transactions. I'm guessing bungie just decided developing was too hard and to put all their eggs in that basket.

At this point I'm sure activision wanted micro-transactions at the same time they understand that people need to enjoy the game to make spending more money on it appealing so I can't shoulder this on them at this point.
