It's Totally unacceptable to fail at your job but still charge full price for it.
That's like me building you a 200k home and it not being finished and using the wrong materials, but still charging you the same price for it. It's not the customers fault you can't get the job done.

Well with a home youd get sued into the ground. And a video game industry its more open ended to whats considered finished xD

And that's bad for consumers. You can be basically sold one thing, preorder based on what you saw and lied to about, and then the finished product is different.
