The insane part of the leviathan from the book of sorrow is that it apparently it had "giant whiskers
with "Bolts of lightning" coming from them.

I have no idea. What do you mean by "spoke in a charge"? I mean, if you mean electricity, maybe he is using his electrokinetic abilities to interact with their neurons and talk in their minds.

Every time he spoke there was a + or -. At the end of his conversation with the sisters he said his charge was even now and went away. I don't know how else to describe it other than speaking in charge.
