My problem with it is even when I landed all headshots at maximum fire rate it wouldn't matter. At the range where my scout rifle was supposed to dominate, I'd be two tapped by one of the exotic hand cannons. No matter what I did.
My favorite scouts back then were the saterienne rapier, an old red scout rifle I can't remember the name of and the multi tool. High caliber rounds were a big thing to compete at longer ranges but it still just wasn't enough to be viable.
I agree, some of the exotic Hand Cannons had double dipping or simply too powerful exotic perks. Those perks needed to be toned down, but the actual balance of the overall Hand Cannon weapon were in a good spot.
They felt like what their named implied, Hand Cannon.

I was fine with the legendary hand cannons. Those exotic ones weren't even play tested and outclassed scouts in every way and it was infuriating. Going flawless almost forced you to use a thorn or last word.
