Actually, my understanding is that it was the snipers. Snipers play such a huge role in Trials play that people were coming up with all sorts of workarounds (Ice Breaker, sidearms) to the special ammo restriction..... ...and when they couldn't work around it, People just refused to start play unitl the first special ammo boxes dropped. Which is when Bungie finally gave in, and rolled the changes back.
