I don't think it's really rng I think it's just some HC have terrible accuracy like thorn.
I almost literally can't hit 3 headshots with that weapon to save my life, but I switch to any other hand cannon and pop them for days, hell even tlw is more accurate while aiming and holding the trigger.

It's bc past a certain range, no matter where you are aiming the bullet has a chance to just go wherever it wants too. That's why people term them ghost bullets, RNG bullets, etc. The last word gets ghost bullets at any range past melee range. But it's also a weird gun and can hit shots past it's intended range. It's just inconsistent, and that is what has a lot of people upset. One game you won't get a single ghost bullet, then the next game you can't get a kill bc every 2 and third shot is a ghost.
