What I don't get is that the cabal have some control over the dust palace, where the clovis bray facility is, which holds info about siva. The fallen devils, who have NO KNOWN control over the dust palace or any Martian outpost, decide to come in and take siva when the cabal could have used it to start winning (for once) and make a good dlc about it. BUT NO, bungo had to make the next dlc about lord saladbar and how much he sounds like a ripoff optimus prime voice actor. I don't think the cabal have had a proper story mainly focussed on themselves yet. If you look at the abandoned quest computer they don't even have a quest from year 1! Bungo better make destiny 2 about cabal or I will have to sulk around in the division again.

All the fallen houses are in disarray so it would make since they communicate. And there are two houses with ties to mars. Furthermore clovisbray is everywhere and we've only seen the cosmodrome.
