This was something different. The hammer, sprinkler and circle glide were included with all collectors editions of TTK.
To clear this up, this was from Bungie's thread regarding this

Ok and your point is? How much is 2300 silver+ if you just buy it outright? $20. Now if you take the drop rate of the mask, the sparrow and the ghosts at 1-4%. How much silver do you need to buy to possibly get all of those items?

That would be around that much yes. I'm just saying it only took me about 6 ish treasures for the stuff. Hopefully your luck improves
