I did the dead orbit one a few days ago. The problem that is affecting you is that the class item cannot be the one from the vendor, as it does not progress the quest (Even if you get the vendor class item from a package it will not work). Try and get a different faction class item from a packages and see if it works.

Do you mean a normal vanguard class item? How else would i get a new monarcy mark if not from vendor or package?

Edited by AquaBluePiplup: 10/14/2016 2:07:09 PMThe new monarchy vendors mark cannot be used to complete the quest (the high command mark), so you have to get a different new monarchy mark to progress. The easiest way to get them is through packages. Hopes this helps you understand how to progress :)
