So by what you're saying, if someone plays like he has a .3 kd and that's his kd every game, someone with a 3 kd who plays like he has a 3 kd is of a similar skill level to the other player.

No I'm saying that someone who has a .8kd may be better than the player with the higher kd. Being really passive is a good way to keep up a kd. But playing really passive doesn't win a match.
