It's a perfect support class and you want to go -blam!- it up to be slightly better for pvp? They already made No Backup Plans significantly better and added instant grenade and melee charge when WoD is deployed just to give Defenders a little bit of help in the Crucible even though that isn't the design purpose.
Let's not get greedy.

What makes it op in pve? Its utility? As it stands, both gunslinger and bladedancer were considered op in pvp and up in pve, but with the recent changes, both of those classes are arguably op in both pvp and pve.
