The game was designed to only allow you to buy one boost pack per account.
I believe there is a discrepancy between Microsoft allowing you to rebuy it and the Game only allowing one per account even after you delete it.
Microsoft letting you repurchase it again is the problem. As it blocks second purchase for this very reason.

Not according to Microsoft. Once it's refunded it's null and void and if you don't have that character anymore it shouldn't matter. Microsoft stated its a develop issue. As of now Microsoft has been very helpful .

I know a lot of people who run one class on three characters with each character using a different subclass. Ultimately this is a flaw on the developers side, and as of yet I have had no solution to this problem.

It's not like I'm buying an emote, returning it and asking "why don't I have my emote?!" This is legitimate and is obviously a design flaw, and when someone encounters this it should be way easier and less stressful to take care of. That's all I'm saying. Ultimately I bought a product, it's not in the postmaster or anywhere else and I've had no definite fix to the problem in over 15+ hrs. That's ridiculous. If BNGHelp0 is really not a Bungie employee I feel for him/her, just doing it to better the community and if that's the case Bungie isn't doing him/her or us any favors or treating us like a company should treat a loyal consumer.

In your opinion it might be a flaw, but it's just the way they want to run their game. It's not a design flaw. You can buy a boost pack for another class and also use it's content for a different class. But the point is three packs per account.

It states in the boost page to make sure that it isn't on the character if you plan on deleting it. Regardless if you used it or not. You're not the first person with this issue.

Again, it's a design flaw on Bungies part not Microsoft. If Bungie plans to implement these sort of transactions they should fix problems like I'm encountering before their BIG "4/12" Everse extravaganza!

Again it's not a design flaw. It's how they chose to run their game. They don't want to allow more than 3 purchases of Booster pack for whatever reason.

Well I didn't purchase "more than 3 booster packs" I purchased one, then Microsoft refunded. Then I purchased 2, that's 3 not more than 3. So even if Bungie didn't want you to purchase more than 3 I still should be able to get the ones I paid for.

Microsoft bending their rules doesn't mean they get to bend Bungie rules. Can purchase each pack once. That's it.

Because as mentioned on their end they only see your initial purchase. They don't even see the 2nd purchase. Why don't you ask them if that's the issue? That Microsoft allowed a 2nd purchase even tho the game only allows one type of each class pack.
