A follow up comment:
They could allow lower light infusion at a 1 light rate
for example you have a gun at 312 light, you can infuse a 256 light gun onto it and make it 313 light, this allows EVERYONE to reach max light without doing the end-game or simply bring back Etheric light

In order for it work, you would need at least 10 low level items to bump 1 light level.
