Decent might be somewhere around 1.5ish, maybe slightly lower? I'd say I'm a little better than average hovering between 1.7-1.8. Most of the really good players I've run into have been 1.9+.
On a side note, if anyone can answer this, when you delete characters, do you lose medal score? I assume the answer would be yes, but I'm not sure.

no, you actually maintain your medal score. it's the only thing that stays.
