Well technically that's what Bungie are doing in December by increasing damage fall off further - they said they want good aim to be more rewarding rather than double tapping people because it's easier. We'll just have to wait and see to what extent they have gone with it. Personally I think it's the special ammo that's the problem right now for the most part.
