In PVP I think it does. Either you've played it longer, or you've got more skill (call it luck if you want).

Playing something longer doesn't mean you have skill, I know a few people that play maybe two hours a week but are extremely skilled

You're 100% right. That's why I said either blank or blank. However regardless of skill, playing for a long time gives one a sense of what load outs are better and how the game mechanics work. Maybe they cannot use the load outs properly, but they should understand the base principles.
