It is, I'm hoping there are more 31 impact snipers included with the next DLC, which I heard is next month? Needs to be more variety right now. Eirene is fine just LiTC is a no no.

There usually are some higher impacts. I was lucky to have gotten my eirene from the gunsmith at rank 2 with LITC

There are only 4 currently 31+ impact, one is class specific and one is exotic.
