No, they used to be able to but it was patched so that AP bullets only penetrate guardians.

Do they? I haven't tried it since early in the game. Didn't know they changed that.

Weapon patch 2.0 penetration enhancing perks only work on bipeds and not the environment. Not exact wording but it's there.
