Guerrilla tactics are only viable in a war of attrition, which thanks to the Cabal we know guardians are immune to that kind of warfare. Sure a smaller force can win with the element of surprise, but not when the target can keep reviving themselves. Victory against other guardians would only come from absolute destruction, which is what titans were made for.
