There is a video from planet destiny explaining how aim assist works for sniper rifles in PvP. You should look it up.
Even with hidden hand you will find aim assist in pvp has little to no effect on sniper rifles. It is however very noticeable for primary weapons.
In the context of other multiplayer games, no sniping is not that difficult in destiny, this is because of a combination of relatively slow movement and hitscan. But that's compared to something like battlefield where mastering sniper rifles really has a steep learning curve.
No matter which way you slice it however, in the reference frame of destiny, sniper rifles have the largest skill gap of all the weapon types. If you argue that shotguns require just as much skill then you are just being foolish and arguing for the sake of arguing.(not saying you personally did, just a common theme around these days)

There should be a way to simply turn it off, or a crucible mode with no aim assist. The amount of times I'm aiming and someone runs nearby and it drags the crosshairs is stupid

I mean I also would like a way to turn it off. It's a nussaince for non snipers and just aggravating in PvE activities.
