You are correct... But for bosses with less health (like strike bosses) the sleeper will have more dps cause it is about burst dps and spindle is about sustained dps... The longer the fight the worse off the sleeper will be... But strike bosses will be where it really shines

Get this through your head, DPS IS DPS FFS!!!! Damage....PER....SECOND. Fire off your 7 shots, do a bunch of damage, and then sit there with your thumb up your ass the rest of the fight. Meanwhile, I'll pump off 18 rounds, gather the plethora of special ammo sitting around, pump off 18 shots, gather more ammo, pump off 18 shots....did you get it through your head yet? Math is math. My god, what went wrong with your parents when they tried to educate you?

If the boss is dead by the time I run outta ammo with my sleeper your 18 shots are gonna be useless and the sleeper will end up with more dps in the fight. That's what you don't seem to understand dude. The spindle will not be better for every boss in the game.
