Pro tip: If you get to HoS and see nobody, turn and walk (as in, don't run) back until you see the Hull Breach pop up on screen. Then go back, again, WALKING to HoS. This will force the server to do a new search. It's important that you don't run this. Bungie posted an article on the way matchmaking works, and this was a big part of it. Works for us every time.
