There's already functionality in the game to participate in content in cooperative mode without a full fireteam: You can start a raid instance with 1 - 6 players. You can start Missions with 1 - 3 players. I've also done Strikes with less than 3 players (MM didn't fill the team to start or fireteam members left early in the strike). I guess the challenge would be setting the toggle.
One idea that comes to mind is queueing for a Strike with a Closed fireteam. If you're fireteam is set to closed, you don't get queue'd for MM. Optionally you could open the fireteam up mid-strike if you wanted to get entered into the MM queue at any point. MM'ing does function mid-strike.
Just more thoughts on the subject.

Trust me, I don't disagree with you. I'm just thinking of ways that this could be implemented. Personally, I like the idea of having a 'closed fireteam' be closed to MM'ing. I guess one conflict with that would be Crucible... God forbid I accidentally join a Crucible match solo with my Fireteam accidentally set to Closed...
