The first Blink has a 3 second cooldown. The second Blink has a 6 second cooldown. The cooldown is ALWAYS there, provided you have used Blink at least once. The second Blink essentially is essentially "borrowed" ahead of time, which is why it takes double the time to recharge.
Messing with this formula, alongside the weapon retooling (rightfully so) will most likely make Blink all but useless in PvE and neutered in PvP in favor of the new Hunter evade mechanic offered by TTK's new specializations.
Best believe that this is a knee-jerk reaction to an already fixed issue, AT BEST, and another incentive provided by Bungie to buy TTK at worst.

So I just tested it right now. Would love to know which game you're playing because it obviously isn't Destiny. Blink holds two charges. After you blink once there's a two second cooldown as you're flying through the air. By the time you land on the ground you're able to jump again immediately (aka back-to-back uses). After the 2nd blink is used it takes three seconds to use another charge of the ability again. Please try learning the topics or abilities before you choose to comment.
